Part of the EU's 'Fit for 55' package, a legislative package that aims to align the EU's climate, energy, land use, transport, and taxation policies with a GhG emissions reduction target of 55% by 2030 (compared with 1990 levels), this revised Directive require Member States to integrate the ‘energy efficiency first’ principle into all planning, policy and major investment decisions, with a view to meeting an increased EU target of no more than 1,023 Mt of oil equivalent (Mtoe) to be used in 2030. Annual energy savings by Member States will reach 1.5% by 2030, on average. The Directive obliges the public sector to reduce its final energy consumption by 1.9% each year (with the option to exclude public transport and armed forces). Member states are also obliged to ensure that at least 3% of publicly owned buildings are renovated each year to a net-zero/ zero-emissions standard.
