The regulation aims to significantly reduce methane emissions in the energy sector to combat climate change and improve air quality. This regulation sets out rules for:
a)The accurate measurement, quantification, monitoring, reporting, and verification of methane emissions in the energy sector in the EU.
b) Addressing the reduction of methane emissions, including through leak detection and repair surveys, repair obligations, and restrictions on venting and flaring.
c) The regulation includes provisions on tools to ensure transparency regarding methane emissions.
The Regulation applies to oil and fossil gas exploration and production, fossil gas gathering and processing; inactive wells, temporarily plugged wells, permanently plugged and abandoned wells; natural gas transmission and distribution (with exceptions related to metering systems); underground storage and operations in LNG facilities; and active underground coal mines, surface coal mines, closed underground coal mines, and abandoned underground coal mines (Article 1).
