These Regulations were passed in accordance with Article 12(4) of the Renewable Energy Development Act. It sets out the requirements for renewable energy capacity for "compulsory users" (defined as power users who have signed electricity consumption agreements with the electricty retailing utility enterprise, reserving capacity of no less than 5,000 kW). These Regulations became effective in January 2021 and were amended in September and October 2023.
