The Supreme Decree 5224, based on constitutional provisions (Article 108, numeral 11) and previous laws (Ley No. 602 on Risk Management), authorises the signing of a loan agreement with the Banco Interamericano de Desarrollo (BID) for the programme "Contingent Loan for Natural Disasters and Public Health Emergencies". The programme aims to contribute to reducing the impact that a natural disaster or a severe public health event could have on the country's public finances. The loan was considered to be used supporting the management of risks related to natural disasters and public health emergencies, in line with the objectives of the Economic and Social Plan 2021-2025, which aims to reduce the risk of diseases and improve access to health services, as well as to promote sustainable forest management.
