The objective of the Plan is to create capacity ahead of demand, which in turn would also cater to future growth in demand right up to 2050 and also increase the modal share of Railways to 45% in freight traffic and to continue to sustain it.

Building on the National Hydrogen Mission released by the Prime Minister in August 2021, this document sets India's strategy to meet its goal of becoming a global green hydrogen hub. It identifies the production of hydrogen and ammonia from unconsumed renewable power and connectivity to the grid as priorities.&nbsp; The policy sets the framework so that hydrogen / ammonia manufacturers can purchase and use unconsumed renewable power. Waiver of inter-state transmission charges for a period of 25 years will be allowed to the manufacturers for projects commissioned before 30th June 2025. The manufacturers of Green Hydrogen / Ammonia and the renewable energy plant shall be given connectivity to the grid on priority basis to avoid any procedural delays.</div><div> The document also seeks to develop bunkers near ports for storage and export or direct use by ships. The land for the storage for this purpose shall be provided by the respective Port Authorities at applicable charges.

The revised NMSH has identified five thematic areas, namely (i) Energy and Green Building, (ii) Urban Planning, Green Cover and Biodiversity, (iii) Mobility and Air Quality, (iv) Water Management, and (v) Waste Management. Key mitigation and adaptation strategies to facilitate the development of sustainable habitat have also been recommended under each thematic area.

The Securities and Exchange Board of India (SEBI) released circular SEBI/HO/CFD/CMD-2/P/CIR/2021/562 to introduce new reporting requirements on ESG parameters called the Business &nbsp; Responsibility and Sustainability Report (BRSR). The Circular is issued in exercise of the powers conferred under Section 11(1) of the Securities and Exchange Board of India Act, 1992 read with Regulation 101 of the Listing Obligations and Disclosure Requirements Regulations of 2015. The BRSR is accompanied with a guidance note to enable the companies to interpret the scope of disclosures. This should enable a better quantification and standardisation of disclosures of ESG parameters to enable comparability. Further to this, the BRSR encourages meaningful engagement with stakeholders, including on social and environmental impacts. The BRSR seeks disclosures from listed entities on their performance against the principles of the National Guidelines on Responsible Business Conduct. Regular reporting on essential indicators is mandatory while report on leadership indicators is voluntary. Entities already preparing disclosure using international frameworks (GRI,&nbsp; SASB,&nbsp; TCFD or Integrated&nbsp; Reporting) are allowed to cross-reference the disclosures.&nbsp;</div><div> Filing&nbsp; of BRSR is be&nbsp; mandatory from the financial year 2022-2023&nbsp; for the top&nbsp; 1000&nbsp; listed&nbsp; companies (by&nbsp; market capitalisation) and replace the existing BRR. Filing of BRSR is voluntary for the financial year 2021-22. According to Annex II, entities shall disclose Scope 1 and Scope 2 GHG emissions. They shall classify&nbsp; risk/opportunity as environment or social and provide its description. Climate change risk can include impact on operations, worker health, demand for products or services etc. Climate change opportunities can include cost savings through resource efficiency, development of new products and services, access to new markets etc. Entities shall also report the total waste generated in its activities, with a break-up as per the categories specified in various Waste Management Rules.

India's Goods and Services Tax (Compensation to States) Act implements a new levy, the 'GST Compensation Cess', which abolished the original carbon tax used to finance clean energy initiatives and taxes the supply of coal.

The National Building Code of India is a national instrument providing guidelines for regulating&nbsp; building construction activities. Part 11 of the Code defines an approach on sustainability that focuses on energy efficiency and other environment-compatible norms.

This Act sets the legal framework around funds providing for compensatory afforestation. The rationale behind this Act is notably articulated around the concept of net present value that encompasses services such as flood moderation and carbon sequestration. The document further creates the National Compensatory Afforestation Fund Management and Planning Authority (CAMPA) and sets its composition and powers.&nbsp; In May 2020, the government announced that it would allocate Rs 6,000 crore to create jobs among indigenous tribes, in order to enhance afforestation efforts and protect ecosystems.

The Finance Bill 2010-11 provided for the creation of a corpus called the National Clean Energy Fund, to invest in entrepreneurial ventures and research in the field of clean energy technologies. Subsequent to the budget announcement, the Central Board of Excise & Customs (CBEC) issued a notification dated June 22, 2010 to notify the Clean Energy Cess Rules, 2010.

The cabinet Committee on Economic Affairs has approved constitution of a 'National Clean Energy Fund' (NCEF) in the public account of India along with the guidelines as well as modalities for approval of projects to be funded from the Fund. An Inter Ministerial Group has been constituted to approve the projects/schemes eligible for financing under the National Clean Energy Fund, headed by the Finance Secretary and including representatives from Ministries of Power, Coal, Chemicals & Fertilizers, Petroleum & Natural Gas, New & Renewable Energy and Environment & Forests.

The National Clean Energy Fund will be used for funding research and innovative projects in clean energy technologies. Any project/scheme for innovative methods to adopt to clean energy technology and research & development shall be eligible for funding under the NCEF. Projects may be government sponsored or submitted by the private or public sector. Projects may take the form of loan or viability gap funding. Government assistance under the NCEF shall in no case exceed 40% of the total project cost.

The IMG will identify/appoint appropriate professional agencies to monitor progress of NCEF funded projects.

This Act is the key piece of legislation to organise India's response to manmade and natural disasters. It sets out specific rules for capacity-building, preparedness and mitigation of disasters.
