Summary

This White Paper is a policy document aimed at providing a transport system that is environmentally benign and supports economic and environmental sustainability and inclusive growth. This Paper was published after a review of the White Paper on National Transport Policy of 1996. One of the environmental considerations is to reduce the impact of transport on climate change by promoting low-carbon modes of transport in the design of transportation systems. The White Paper sets out the policy of planning for the provision of transport infrastructure within an integrated environmental management approach which will include, inter alia, the performance of environmental impact assessments. Considerations will include environmental impacts, energy conservation, the transport of dangerous materials and the conservation of scarce infrastructure construction materials. In addition, low-carbon modes of transportation should be prioritised in the design of transportation systems. Other policy measures include fuel efficiency; lower energy intensity; reduction of negative impact on biodiversity and air quality; and the mixed-use developments to provide places of work close to home.
