<p>The Act makes provisions for the establishment of an independent and impartial regulatory commission for the energy sector. The commission is, inter alia, to determine the energy efficiency of institutions regulated under the Act, and to monitor and verify institutions' energy use through energy audits. It is also required to ensure the efficient use of energy at a generation, transmission and distribution level.</p>
