The National Climate Change Plan (the Climate Plan) guides adaptation and mitigation efforts to reduce the adverse effects of climate change and the vulnerability of environmental, social, and economic systems.
The Resolution No. 03, dated September 14, 2023, provides for the update of the Climate Plan and defines it as an instrument of the National Policy on Climate Change (PNMC) to consolidate the strategies, plans, and targets of the Federal Executive Branch, contributing to the objectives of the Policy and to the achievement of the targets established in the Nationally Determined Contribution (NDC) under the Paris Agreement.

<p>Brazil's Cross-cutting Strategy on Means of Implementation (ETMI) aims to coordinate multiple sources of funding to facilitate the transition to a low-carbon economy. Based on the identification of five priority areas for financing in Brazil—forest restoration, urban resilience, incentives to reduce deforestation, energy transition, and low-carbon agriculture—the ET seeks to align available instruments with the goals of the Climate Plan, establishing a solid foundation to guide climate finance in the country.</p>
