Guidance on Natura 2000 and climate change

This Communication from the European Commission to the other European Institutions provides an initial roadmap of key policies and strategies required to achieve the European Union's "new growth strategy", centred on the concept of the European Green Deal. It aims at enhancing the union's climate targets and sets four core goals: 1) climate-neutrality by 2050, 2) protection of human life, animals and plants by cutting pollution, 3) helping companies become world leaders in clean products and technologies, and 4) help ensure a just and inclusive transition. These goals should be reached by developing a circular economy, decarbonising the energy sector, renovate buildings, support the industry to innovate, and green private and public transport systems.

Regulation (EU) 2024/1991 of the European Parliament and of the Council of 24 June 2024 on nature restoration and amending Regulation (EU) 2022/869

Guidance published

This Regulation aims to restore ecosystems in order to ensure biodiversity, resilience, and contribute to climate change mitigation and adaptation. It establishes a framework within which EU Member States must set effective and area-based restoration measures to cover at least 20% of land and sea areas by 2030 and all ecosystems needing restoration by 2050 at the EU level. Key objectives of the Regulation include restoring degraded ecosystems, supporting climate change mitigation, adaptation and land neutrality goals, enhancing food security, and meeting international commitments (Article 2).
The Regulation identifies restoration areas to include terrestrial, coastal and freshwater ecosystems (Article 4); marine ecosystems (Article 5); urban ecosystems (Article 8); natural connectivity of rivers and natural functions of the related floodplains (Article 9); pollinator populations (Article 10); agricultural ecosystems (Article 11) and forest ecosystems (Art 12). Member States are mandated to contribute to the Union-level target of planting at least 3 billion additional trees by 2030 when identifying and implementing the restoration measures to fulfil the objectives and obligations set out in Articles 4 and 8 to 12 (Article 13). Additionally, Member States must develop national restoration plans, conduct monitoring, and consider scientific evidence to achieve set targets (Articles 4-13).
In addition, Article 25 of the Regulation amends Article 7(8) of Regulation (EU) 2022/869, by changing the first paragraph to read: “With regard to the environmental impacts addressed in Article 6(4) of Directive 92/43/EEC, Article 4(7) of Directive 2000/60/EC and Article 4(14) and (15) and Article 5(11) and (12) of Regulation (EU) 2024/1991 of the European Parliament and of the Council, provided that all the conditions set out in those Directives and that Regulation are fulfilled, projects on the Union list shall be considered as being of public interest from an energy policy perspective, and may be considered as having an overriding public interest.”
On 25.03.2026, the EU published as a Communication the Guidance on Natura 2000 and climate change to support a better understanding of how the Natura 2000 network and its management can be adapted to climate change to achieve its objectives, consistent with existing national climate adaptation strategies under the European Climate Law and the national restoration plans under the Nature Restoration Regulation. This guidance is not legally binding nor replace add to or amend the provisions of the Birds and Habitats Directives.

Policy instruments are techniques or tools used by governing authorities to promote certain policies in order to achieve predetermined goals. Put simply, instruments are how a government tries to achieve its goals, with this taxonomy being focused on national policy instruments.

Climate change impacts our society by disrupting the natural, economic and social systems we depend on. Physical hazards and underlying vulnerabilities can lead to increased resource competition for food and water, which can heighten the risk of conflict.

Hot temperature extremes are daily maximum temperatures  that were exceeded on average once in a decade or once in 50 years, and includes heatwaves.

The cryosphere is the frozen part of the Earth—it includes sea ice, glaciers, snow, and ice sheets. It helps regulate the climate and weather by reflecting sunlight. Rising temperatures are causing melting, leading to sea ice loss, glacier collapse, and glacier landslides and avalanches. This threatens the livelihoods of around 700 million people who rely on the cryosphere for food, water security, and cultural practices.

Fossil gas, commonly known as natural gas, is a fossil fuel consisting chiefly of methane with smaller amounts of other hydrocarbons and trace gases, found in underground deposits.

As defined in the Cancun Adaptation Framework (2010), slow onset events include risks and impacts from rising temperatures, desertification, biodiversity loss, land and forest degradation, glacial retreat, ocean acidification, sea level rise, and salinization.

Risks to the ecosystem health of the marine environment, including ocean warming, ocean acidification, and ocean deoxygenation, harming biodiversity, species health, ecosystem services, and coastal community livelihoods.

Climate change can have a range of impacts on technological system. Extreme weather events can cause infrastructure failures like power outages or damage to roads and bridges, as well as the impacts from waste following natural disasters. Human activities also cause technological impacts, such as the risks posed by oil spillage and leaks.
