Summary of the National Decarbonisation Plan

Plan adopted

This plan sets out the government's strategy to decarbonise Costa Rica's economy until 2050. It differentiates between the initial phase (2018-2022), the inflection period (2022-2030), and the "massive deployment" (2031-2050). The Plan is organised around ten focus areas: 1) Development of a mobility system base on safe, efficient and renewable public transport, and active and shared mobility schemes. 2) Transformation of the light duty vehicle fleet to a zero emissions one, nourished by energy that is renewable and not of fossil origin. 3) Promotion of a freight transport that adopts modalities, technologies and energy sources that emit zero or the lowest possible emissions. 4) Consolidation of the national electric system with the capacity, flexibility, intelligence, and resilience necessary to supply and manage renewable energy at competitive cost. 5) Development of buildings of different uses (commercial, residential, institutional) under high efficiency standards and low emission processes. 6) Modernization of the industrial sector through the application of electrical, efficient, and sustainable processes and technologies of low and zero emissions. 7) Development of an integrated waste management system based on the separation, reuse, revaluation, and final disposal of maximum efficiency and low greenhouse gas emissions. 8) Promotion of highly efficient agricultural food systems that generate low-carbon local consumption and export goods 9) Consolidation of an eco- competitive livestock model based on productive efficiency and reduction of greenhouse gases. 10) Consolidation of a model of management of rural, urban, and coastal territories that facilitates the protection of biodiversity, the increase and maintenance of forest cover and ecosystem services based on nature-based solutions.

Policy instruments are techniques or tools used by governing authorities to promote certain policies in order to achieve predetermined goals. Put simply, instruments are how a government tries to achieve its goals, with this taxonomy being focused on national policy instruments.

Risk is the potential for adverse consequences resulting from the dynamic interplay between (climate-related) hazards, exposure, and vulnerability of affected human or ecological systems.

Fossil fuels are hydrocarbons formed from pressurised and heated organic material buried over millions of years.

Any compulsory, unrequited payment to the government levied on corporations or individuals. This can be for environmental reasons, such as introducing a Carbon tax to set a price that emitters must pay for the greenhouse gases they emit.

Terrestrial means "of the earth" and relates to the risks to ecological system that includes all living organisms and their interactions within land-based environments, such as forests, grasslands, and deserts.

Aligning the skills of the workforce with the requirements of the just transition.

This sector includes firms and individuals offering specialised expertise in fields such as law, accounting, consulting, science and engineering.

A ban is a legal action that prevents the sale or supply of a product or service, or that recalls a product from the market. Examples are bans on SF6, greenwashing, fossil fuel advertisement or single-use plastics.

Energy derived from biological compounds that are renewable due to their short life cycle within the carbon dioxide cycle.

Financial actors and resources that are primarily directed towards climate change mitigation, adaptation and compensation.

A tax advantage is an economic benefit applied to certain accounts or investments that are, by law, tax-reduced, tax-deferred, or tax-free. This can apply to investments in areas such as green energy projects or the agricultural sector, where tax advantages can help manage financial risks.

Actions to adapt human health, healthcare systems and well-being to climate change.

Air pollution involves harmful contaminants in the air, affecting both indoor and outdoor environments. It can lead to health issues like respiratory diseases and heart problems, and climate impacts such as global warming. Pollutants can damage plants, trees, habitats, and water bodies like rivers and lakes.

Activities that provide lodging, food, and entertainment services to guests, including hotels, restaurants, and resorts.

A commitment to balance GHG emissions with removal by a certain point in time, effectively reducing the net emissions to zero

Work that is productive and delivers a fair income, security in the workplace and social protection for all, better prospects for personal development and social integration, freedom for people to express their concerns, organize and participate in the decisions that affect their lives and equality of opportunity.

Financial support to help individuals manage the effects of unexpected events, securing their livelihoods and increasing the resilience of people and businesses to the changing climate. It’s especially vital in developing regions where everyday risks, climate-related weather extremes, or crop failures can push people into poverty. Without insurance, people may have to resort to selling assets or cutting consumption to cope with losses.

Jobs that contribute to preserving or restoring the environment. We include jobs which require a high amount of green skills or which spend much of their time on green activities, as well as jobs transforming polluting industries.

Codes and standards are regulatory instruments that specify minimum standards to protect health and safety. This ranges from performance standards, which prescribe outcomes while allowing flexibility to achieve compliance, to the more prescriptive approach of technology-specific standards.

Fossil gas, commonly known as natural gas, is a fossil fuel consisting chiefly of methane with smaller amounts of other hydrocarbons and trace gases, found in underground deposits.

Any substance with chemical properties that can cause physical harm to people or damage the environment, including ammonia, carbon monoxide, phosphine, chlorine, arsenic, cadmium, mercury, pesticides, dioxins, microplastics, benzene, asbestos, aflatoxins, fluoride, methanol, and toxins from marine sources.

Slow onset events evolve gradually from incremental changes over many years or from increased frequency or intensity of recurring events. As defined in the Cancun Adaptation Framework (2010), slow onset events include risks and impacts from rising temperatures, desertification, biodiversity loss, land and forest degradation, glacial retreat, ocean acidification, sea level rise, and salinization.
