<p>The National Electric System Development Programme (PRODESEN) 2024-2038 constitutes Mexico's principal policy instrument for electricity sector planning, delineating a fifteen-year strategy for the National Electric System (SEN) that explicitly integrates climate change mitigation objectives into national energy infrastructure development. The programme establishes a framework for achieving an ordered energy transition whilst maintaining universal electricity access, incorporating increased generation capacity from clean and renewable energy sources, and developing the necessary transmission and distribution infrastructure to integrate these technologies. Climate considerations are embedded within the planning criteria, which mandate compliance with international environmental agreements, including the Paris Agreement and the UN Framework Convention on Climate Change, under conditions of technical and economic viability that ensure affordable electricity supply without compromising public finances or state-owned enterprises.The programme addresses climate change through multiple strategic dimensions, including the promotion of electric mobility as articulated in the National Electric Mobility Strategy (ENME), which positions electrified transport as a sustainable alternative for reducing greenhouse gas emissions in the transport sector. Planning methodologies explicitly account for climate-related factors affecting electricity demand, including extreme weather events, seasonal variations, and changing precipitation patterns associated with phenomena such as El Niño and La Niña. Furthermore, PRODESEN aligns with Mexico's Special Climate Change Programme 2021-2024, incorporating specific actions to reduce emissions through public transport electrification, railway infrastructure development for passenger transport, and the promotion of low-carbon freight and public transport projects.</p>
