<p>The Second Harambee Prosperity Plan (HPPII) 2021-2025 aims to ensure socioeconomic recovery and resilience in the post-pandemic period, responding to global and national challenges. It emphasises the threat of climate change, through drought and flooding, and the need for adaptation investment, but also a role for climate mitigation in future economic growth. The plan mentions Namibia's aim to become the first 'zero emission' country in Africa, partly through mass solar and wind deployment, and notes ambitions to continue receiving large volumes of international climate funding. As a key action it promotes Namibia's role in enhanced global co-operation on building technical capacity to address climate change.</p>
