This strategy examines and compares four business-as-usual scenarios and four mitigation scenarios, concluding that the most expensive scenario for the Republic of Serbia would be to ignore the costs related to climate change. Based on these results, the strategy seeks to reduce greenhouse gas (GHG) emissions by 13% by 2030 and 55% TO 69% by 2050 excluding land use, land use change, and forestry. It further aims to encourage the transition of the Republic of Serbia to a low-carbon and climate-resilient society.&nbsp;

The program represents one of the planned activities of the 2021 Action Plan of the Sofia Declaration on the Green Agenda for the Western Balkans. It represents a strategic framework for circular economy in the Republic of Serbia, covering the sectors of waste management; water management; renewable energy sources and energy efficiency; chemicals management; green public procurement and voluntary instruments; economy policy; innovation and public awareness. This program takes a systematic approach to supporting the green transition in the Republic of Serbia by stimulating the development of a circular economy. It seeks to support the efforts of businesses and municipalities in contributing to the green transition, educate relevant local stakeholders, encourage innovation by strengthening the cooperation of the business and academic sectors, and strengthen environmental protection through the application of green public procurements and other voluntary instruments. This program was prepared through consultations with stakeholders, relevant institutions, and the general public.&nbsp;

The program determines the strategic goals for the improvement of the waste management system in the Republic of Serbia for the period 2022-2031. This program was preceded by the Waste Management Strategy of 2010-2019, which aimed to establish an integrated waste management system. The 2022-2031 program addresses and responds to the goals of the 2010-2019 strategy which were not fully achieved as well as to the new EU goals on waste management within the green transition and the establishment of a circular economy in the EU. This program seeks to reduce theharmful impact of waste on the environment and climate change, and realize the necessary preconditions for the role of a sustainable waste management system in the circular economy. This system will be designed to control waste generation and recovery as well as to create incentives to invest and promote economic opportunities deriving from waste. The principles guiding this Program include the principle of extended producer responsibility in which manufacturers bear the greatest responsibility for the generation of waste, and the polluter pays principle. The management of waste from agricultural, mining, medical, and pharmaceutical activities is incorporated into sectoral planning documents.&nbsp;

This strategy seeks to create a sustainable energy system by restructuring the energy market and encouraging the technological modernization of the energy sector. It aims to improve energy efficiency in both production and consumption, increase the use of renewable energy sources, decrease levels of pollution, and reduce greenhouse gas (GHG) emissions.

This Rulebook establishes a methodology for the preparation of a preliminary flood risk assessment for the territory of the Republic of Serbia.

Article 2 states that Preliminary assessment of flood risk is made to assess existing or potential flood risks, based on available data on floods from the past and analyzing long-term tendencies that affect the level of flood risk, including climate change. A preliminary flood risk assessment considers significant floods from the past, the likelihood of occurrence of similar flood events in the future, possible harmful consequences of future floods and charts showing the available data.

Article 7 states that the possible harmful effects of future floods on human health, the environment, cultural heritage and economic activities are assessed on the basis of topography of terrain, type and method of land use, hydrological characteristics of watercourses, efficiency of flood protection system, location of inhabited areas and areas of economic activities, plans long-term development and impact of climate change.

This regulation is based on the provisions of the Serbian Law for Climate Change. It seeks to reduce greenhouse gas emissions and air pollutants by regulating the label content, model, and promotional materials of new passenger vehicles in the Republic of Serbia.

This law represents the regulating framework for the use of renewable energy sources (RES), including hydroelectric, biomass, biogas, solar, biodegradable, landfill, gas power plants and wind farms. It outlines methods and activities that seek to reduce the use of fossil fuels and increasing the use of RES, decrease dependence on energy imports, create new jobs in the renewable energy sector, ensure the stability of the energy market following the integration of RES, award incentives for the implementation of RES through public, transparent and competitive auctions, encourage the development of scientific research in the planning phase of RES implementation. This law prohibits the construction of hydropower plants in protected areas.

This law aims to create the necessary conditions to improve energy efficiency by implementing and monitoring a functional energy management system. It seeks to reduce the negative impact of energy systems on the environment and limit greenhouse gas (GHG) emissions.&nbsp;

This document constitutes Serbia's framework climate law and provides the following:</div><ul><li>defines the rules to organise the system limiting GHG emissions in a cost-effective manner</li><li>defines the rules to organise adaptation policies,</li><li>mandates the adoption of a low-carbon development strategy, an action plan for the implementation of the strategy, a monitoring and reporting system, a program of adaptation (art 6) and an "Adjustment Program" (art 14).</li><li>establishes&nbsp; the National Council for Climate Change as an advisory body to the Government.</li><li>establishes a National GHG Inventory System (art 57) and defines its functioning (title V)</li><li>establishes a system for reporting on GHG policies and measures and projections (title VII)</li></ul><div> Title III of the law further details mitigation policies to be implemented, namely 1) the implementation of the Clean Development Mechanism (art 18),&nbsp; and 2) making data on fuel consumption and CO2 emissions of new passenger vehicles available (art 19 to 24). Title IV details the monitoring, reporting and verification rules that are implemented with regard to industrial plants (art 25 to 32 and 37 onward) and aviation (art 33 onward). The provisions related to the aviation sector shall apply from January 1st, 2023 (art 77). &nbsp;Article 56 stipulates that the Ministry shall make reports on gas emissions available to the public in accordance with the regulation governing access to information of public importance. Title XI sets further provisions the obligations to display information to consumers set in art 20 to 23.&nbsp; Title VI on GHG emissions projections states that the Ministry shall prepare projections of anthropogenic GHG emissions from sources and their removal as a basis for determining and assessing the possibility of limiting GHG emissions, adopting policies and measures for economically viable limiting GHG emissions, and monitoring the achievement of GHG emission limits. Title VIII sets the taxation rules applying to operators seeking emission permits.&nbsp; Title IX attributes overseeing responsibilities to specific ministries and directorates.&nbsp; Title X details economic penalties for infringing on the newly-established permitting regulations. </div><div>The law transposse Directive 2003/87/EC establishing a system for greenhouse gas emission allowance trading (EU-ETS); Decision 406/2009/EC-Effort of Member States to reduce their greenhouse gas emissions; Regulation 525/2013/EC on a mechanism for monitoring and reporting greenhouse gas emissions ; Directive 1999/94/EC relating to the availability of consumer information on fuel economy and CO2 emissions in respect of the marketing of new passenger cars.

This Decree is based on the provisions of Serbia’s Law on Climate Change. It specifies the types of greenhouse gases (GHG) and greenhouse gas emitting activities required to obtain permits and submit monitoring plans. It further determines types of aviation activities for which permits and monitoring plans are not mandatory.
