This decree determines the activities that emit greenhouse gases (GHG) and require emission licences, including both activities for which a GHG emission permit is issued and for which a GHG emission permit is not issued. It indicates the total amount of emission credits granted to the activities under review, specifies the requirements for actions allocating emission credits, and regulates the minimum price of emission credits, as well as their recording, transfer, and use. It is based on the provisions of Montenegro’s Climate Change Law.
