The Fair Energy Transition is a key process in the fight against climate change, involving the transformation of current energy systems to one based on a low-GHG emitter, having fairer and more sustainable model. 
Colombia's green and fair energy transition strategy seeks to pursue descarbonisation in a way that takes into account paramount elements such as (i) equity and social, environmental and energy justice; (ii) graduality and sovereignty while pursuing the progressive replacement of the current matrix with a cleaner and more efficient one; (iii) social participation; and, (iv) knowledgeable to create economic alternatives.


The Roadmap for a Just Energy Transition (TEJ in Spanish) provides guidelines for Colombia's transition from an energy matrix based mainly on fossil fuels to one supported mainly by renewable energies, taking into account conditions of binding participation, recognition of multiple knowledge, energy democratisation, and prevention and mitigation of social and environmental damage.The Roadmap firstly presents a full diagnosis of the Fair Energy Transition in Colombia. This diagnosis report is structured into six chapters, covering global energy transition trends, Colombia's current energy system, challenges of its fossil fuel-dependent economy, and the legal framework for the transition. It concludes with key challenges for the transition roadmap, informed by territorial and business dialogues conducted by the Ministry of Mines and Energy across the country. The roadmap is also supported by a bundle of analytical and scenario-based documents: 1 - A central component of this Roadmap consists of the construction of scenarios that incorporate the different Just Energy Transition proposals put forward by the National Government and try to explore potential possible futures in order to make decisions. It presents scenarios of the future development of the different economic sectors, making assumptions about the mechanisms and speeds of implementation of various public policies aimed at reducing GHG emissions, reducing fossil fuel consumption, reindustrialisation, the use of non-conventional renewable energy sources 2- Another document - the Sub-national energy potential and opportunities for decarbonisation in final energy use - aims to identify the production potential of Non-Conventional Renewable Energy Sources (NCRE), (wind, solar, bioenergy, geothermal, hydroelectricity and green hydrogen) and look at the available decarbonisation alternatives.3- The third document named 'Challenge and Opportunities' tries to consider main challenges and develop strategies that favour the implementation of the energy transition with a social, environmental, energy and climate justice perspective 4- The investments assessment presents the costs for the different energy scenarios projected for both energy supply and demand.

Just Energy Transition Roadmap

Law 2294 enacted the “National Development Plan 2022-2026: Colombia, a world power for life.” It aims to overcome historical injustices and exclusions, the non-repetition of conflict, a change in our relationship with the environment and a productive transformation based on knowledge and in harmony with nature. This National Development Plan is materialised through 5 axes, including the Productive transformation, internationalisation and climate action. The objective of this axis is to diversify economic activities by leveraging natural resources sustainably, expanding clean energy, and fostering innovation while ensuring harmony with nature and resilience to climate impacts.The law also amends the Law 2169/2021 by creating the Fund for the Promotion of Technological Advancement.Decree 2236/2023 regulates partially 2294/2023 about energy communities and just transition, so that individuals and legal entities can participate in the electricity value chain through the use of:
i. Non-Conventional Renewable Energy Sources (FNCER);
ii. Renewable Fuels;
iii. Distributed Energy Resources.

Law 2294/2023 enacting the National Development Plan 2022-2026

The National Development Plan (NDP) 2022-2026 named "Colombia World Power for Life" is the document that serves as the basis and provides the strategic guidelines for public policies. It outlines its plan to advance a just energy transition, including working to accelerate the roll out of renewable energy and zero- and low-emission vehicles. More specifically, the 4th axis “Productive transformation, internationalisation and climate action” emphasises the fight against climate change and biodiversity loss, it states that Colombia’s dependency on fossil fuels undermines competitiveness and increases vulnerability, and draws attention to the climate finance gap.It was enacted by the Law 2294/2023.

National Development Plan 2022-2026

The general objective of the policy is to consolidate the energy transition process through the formulation and implementation of intersectoral actions and strategies that promote the country's economic, energy, technological, environmental and social growth in order to advance towards its energy transformation.This policy contains four strategic axes with the aim of (i) increasing energy security; (ii) encouraging knowledge and innovation in energy transition; (iii) generating greater competitiveness and economic development from the energy sector; and (iv) developing an energy system with low GHG emissions to reduce the effects of climate change.
