National Energy and Climate Strategy

Finland’s National Energy and Climate Strategy is the latest update in Finland’s national energy and climate strategy framework, following the 2016 National Energy and Climate Strategy for 2030 and the 2022 Carbon Neutral Finland 2035 – National Climate and Energy Strategy. It aims to accelerate the clean transition, reduce greenhouse gas emissions and strengthen carbon sinks, while supporting investment, economic growth and Finland’s position as a leader in clean energy. It seeks to ensure a secure supply of affordable clean energy and a predictable environment for investment and technological development. Following Russia’s invasion of Ukraine and the resulting energy-market disruption, the strategy places particular emphasis on security of supply, reducing dependence on Russian fossil energy and protecting critical energy infrastructure. The strategy covers emissions and removals across the emissions trading, effort-sharing and land-use sectors, with a focus on meeting the EU’s 2030 climate and energy targets and Finland’s Climate Act objectives. Scenario analyses assess emissions and energy balances through 2040.
