Regulation (EU) 2018/858 sets the legal framework for the approval and market surveillance of motor vehicles and their trailers, and of systems, components and separate technical units intended for such vehicles. This regulation is amended by Article 19 Regulation (EU) 2024/1257 to include new rules on penalties and types of infringements.

Regulation 2018/858 ensures that only vehicles complying with existing EU emission performance standards can be type-approved and placed on the market. These obligations were brought by the REGULATION (EU) 2024/1257 and REGULATION (EU) 2024/1610.
