Summary

This Order establishes the UK's zero emission vehicle (ZEV) Mandate. It consists of four trading schemes that will implement (i) a ZEC mandate that limits the numbers of new non-zero emission cars and vans that may be registered (i.e., internal combustion engine vehicles), and (ii) a carbon dioxide standard that limits CO2 emissions from non-zero emission cars or vans. 

It sets out the percentage of new ZEVs manufactuers will be required to product each year up to 2030. 80% of new cars and 70% of new vans sold in Great Britain will be zero emission by 2030 (see Schedule 6). 

This Order was issued in accordance with the UK Climate Change Act 2008. The power to establish a trading scheme relating to greenhouse gas emissions is set out in Section 44 of the Climate Change Act 2008.
