The National Climate Change Plan (the Climate Plan) guides adaptation and mitigation efforts to reduce the adverse effects of climate change and the vulnerability of environmental, social, and economic systems.
The Resolution No. 03, dated September 14, 2023, provides for the update of the Climate Plan and defines it as an instrument of the National Policy on Climate Change (PNMC) to consolidate the strategies, plans, and targets of the Federal Executive Branch, contributing to the objectives of the Policy and to the achievement of the targets established in the Nationally Determined Contribution (NDC) under the Paris Agreement.

<p>Brazil’s Thematic Plan for Ocean and Coastal Zones aims to increase the resilience of coastal communities, marine ecosystems, and ocean-based economic activities by addressing climate risks such as sea-level rise, coastal erosion, ocean warming, and extreme weather events through integrated adaptation and ecosystem-based management. The main goals are:</p>

<li>Strengthen the adaptive capacity of coastal and marine systems to climate change impacts.</li>
<li>Support the resilience of coastal populations and ocean-dependent economic sectors through sustainable and climate-informed adaptation measures.</li>
<li>Reduce vulnerabilities associated with sea-level rise, coastal erosion, flooding, ocean warming, acidification, and extreme events.</li>
<li>Integrate climate adaptation into coastal and marine planning, governance, and territorial management.</li>
<li>Protect, conserve, and restore coastal and marine ecosystems that provide climate resilience and ecosystem services.</li>
