The National Climate Change Plan (the Climate Plan) guides adaptation and mitigation efforts to reduce the adverse effects of climate change and the vulnerability of environmental, social, and economic systems.
The Resolution No. 03, dated September 14, 2023, provides for the update of the Climate Plan and defines it as an instrument of the National Policy on Climate Change (PNMC) to consolidate the strategies, plans, and targets of the Federal Executive Branch, contributing to the objectives of the Policy and to the achievement of the targets established in the Nationally Determined Contribution (NDC) under the Paris Agreement.

Brazil’s Sectoral Plan for Energy aims to reduce greenhouse gas emissions from the energy sector through the expansion of renewable energy, energy efficiency, electrification, sustainable fuels, and low-carbon technologies while maintaining energy security and supporting a just energy transition. Main goals are:

<li>Expand the participation of renewable and low-carbon energy sources in Brazil’s energy matrix (wind, solar, hydropower, biomass, hydrogen and other renewable energy sources);</li>
<li>Promote energy efficiency and reduce energy intensity across economic sectors.</li>
<li>Accelerate the deployment of electrification and other low-carbon technologies</li>
<li>Align energy planning and investment decisions with Brazil’s climate targets and net-zero pathway.</li>
