Summary

This plan notably aims to ensure a fast and sustainable economic growth on the basis of enhancing the macroeconomic stability, developing science, technology and innovation, maximising the country's potentials and advantages; strive for an economic growth rate higher than the average growth rate of the five-year period of 2016-2020, and strive to become a developing country with modern industry overcoming the lower-middle income status by 2025.Climate-related clauses from the 2021-2025 plan include the following:

  • Place emphasis on environmental protection and climate change adaptation
  • Encourage the development of green, clean, ecological, organic, hi-tech, smart agriculture adaptable to climate change.
  • Upgrade and modernize strategic infrastructure and infrastructure adaptable to climate change, especially in the agricultural and rural field in Mekong Delta, Central Coast - Central Highlands.
  • proactively preventing, combating and limiting the impacts of natural disasters, and adapting to climate change
  • Actively monitor and respond effectively to climate change.
  • encourage the development of smart grids, renewable energy and strong participation of the non-state economic sector. Strive to reduce the average ratio of energy consumption to GDP by 1-1.5%/year.
  • Develop roadmaps, mechanisms, policies and laws to form and operate a model of green economy, circular economy, low-carbon economy, and mitigate greenhouse gas emissions.
