The Regulation sets out the rules for collecting and reporting environmental data on industrial installations and establishing an Industrial Emissions Portal to provide public access to environmental data from industrial installations (Article 1). It implements the UNECE Protocol on Pollutant Release and Transfer Registers.
Article 2 sets that the Regulation aims to “enhance public access to information through the establishment of the Portal, thereby facilitating public participation in environmental decision-making as well as identifying sources of industrial pollution, and to enable industrial pollution to be monitored in order to contribute to its prevention and reduction.”
Article 4 outlines the information and data that should comprise the Industrial Emissions Portal. Article 6 mandates operators of an installation to report data to competent authorities on pollutant releases, waste transfers, and resource use, among other specified categories. Article 9 enjoins competent authorities to assess the quality of the data provided by the operators of an installation examining the accuracy, completeness, consistency and credibility of the data and Article 10 provides that the data must be freely accessible to the public.
Regulation (EC) No 166/2006 is repealed with effect from 1 January 2028, when this Regulation expected to be applied.
