As part of the National Mitigation Strategy, national mitigation targets for 2025 and 2030 were presented, and for 2035, a reduction in national net GHG emissions of between 59% and 67% below 2005 levels was set. These figures correspond, in absolute terms, to emissions of 1.05 GtCO2 and 0.85 GtCO2.According to the Transport Sector Plan, the projected emissions trajectory starts at 116 MtCO2 in 2022, reaches 126 MtCO2 in 2030, and is estimated to be 134 MtCO2 and 107 MtCO2 in 2035, representing the upper and lower bounds, respectively. To reach that the Plan brings two axis of actions:
• High-impact: mitigation measures that have a direct impact on reducing emissions or removing/capturing GHGs, such as those related to the fuels used or to modes of transportation that are less carbon-intensive than road transport. For instance the use of sustainable, low-carbon fuels in medium- and heavy-duty vehicles; improve the efficiency to reduce fuel consumption; incrase railway and hydroway transportation etc.
• Enabling: aimed at establishing the fundamental conditions for the execution and implementation of mitigation measures, such as creating incentives to replace fossil fuel-powered fleets with low-carbon technologies.
